I have read CFS api document in the confluence and try to apply it to my app but I don't want my fileset to have an expired date. Is there is a way to change status and save file to CFS without a specific 'availableTo' attribute?

Publication of RDP CFS is solely handled by Refinitiv internal stuff.
Developers portal hosts learning materials and public forums on Refinitiv APIs that are available to Refinitiv clients. RDP CFS requesting is covered. but not CFS publication.
(I would try to contact RDP Gateway support group with publication questions)
