As you are currently are a Refinitiv customer, and a DSS customer, you may look up your current permissioned content within DSS GUI via User -> Preferences
And -> Third Party Content Permissions
I am pretty sure that you do not have the required package contracted, from your question.
As a customer, the best contact to help verify what content sets your current DSS contract includes, as well as to help with any new requirements, is your Refinitiv account manager, and would suggest to contact them directly. I am not able to determine from your developers portal registration info which customer organization you are with, otherwise would have helped with this.
